Tenant wants to change light fixtures in apt

We have a tenant who wants to change some ceiling lights in their apt. The current ones are working, but the tenant wants to change them for cosmetic reasons. I'm okay if they want change some lights, but have no plans to buy new ones or install them. Can we tell the tenant it's fine as long as purchase them. Also, should we require they get an electrician to install them or is it okay if they can do the install themselves?
