You're lucky you got anything from the welfare office at all. I think the gov't is trying to pay a little bit to landlords because many people are not renting to anyone on government assistance. In years past the officer would inform the tenants they didn't need to pay (Liberal years).
Different outcomes? If you if you were to go thru the whole small claims process and win you can't garnish welfare. I know of a lawyer with over $100,000 in judgements that are all stuck in a few boxes. No hope to collect unless the ex tenants volunteer. Lots of landlords faced big losses.
