You really are a P***** you SHOULD have got your landlord arrested.

I have a had over 10 landlords arrested and it is fun to see them squiggle as the cuffs go on.

If this is a serious issue, which it was, it is very important to press the police to lay down at least one charge against your landlord.

This can be used at the Landlord and Tenant Board to defeat all your landlords' claims in the future and win you a very large rent rebate (if you decide to pay rent over the next 6 months which you do not have to do).
